PTA Consultation Papers
PTA has asked for bids for consulting on three important topics (see below). which will have far reaching impact on Information and Communications Technology in Pakistan. Feb 25 is the deadline. some of the industry veterans had been asking for local Internet Exchange peering for a long time and it is good that finally there is some activity. PTA has taken the lead even though some of the topics are not limited to telecommunication. Regardless, if the right groups participate, this should benefit the IT industry in Pakistan as a whole. This could have been done under a different approach instead calling in bids. The authentication of information is going to be an issue once this gets packaged by the consulting firm. The ISPs reaction on the same and number of other stories to add. A task force or a think tank should form under the ICT wing of PTA and these people should represent different service provides. The project should be broken down in further multiple components and handed over on “who’s best in doing what” basis. ISP A may be equipped with human resource of industry’s best analysts and similarly ISP B may have the technical resources to guage a particular matter in more detail, so on and so forth. This is going to be a sure shot mess if it happens in the current style. I have seen and been part of government projects like MoIT automation, in front of me from project document development to implementation; and believe me when I say that at the implementation stage the technology level changes were coming in from EGD to change the scope from Lotus to Java and many similar aspects in the same que of things. It’s like you’re travelling in an aeroplane and you suddenly call the airhostess telling her to turn the plane around as you forgot something in the lounge. So in the current scheme of things for PTA let’s not come to the stage where the course of the plane needs to change when we’re about to land. Even if your dad owns the plane even then its a ridiculous request to make :)

Bilal - thats a very interesting comment. I agree with you that the traditional bidding approach is not likely to work well. Government agencies in general are not good at making technical decisions because of their working style and the political pressures. I hope that technical policies will be made with the involvement of all stakeholders in a transparent manner.
