One Web is about having a single URL and for any medium (screen reader, cell phone, browser etc). Your site automatically detects the user-agent and reformats the page for me. What W3C wants web masters to do is to achieve is MobileOK status (more details here: http://www.w3.org/TR/mobileOK/)
