Half-baked solutions will not do any good. By the way even on this blog (which has no commercial activity) I get a lot of spam. Thanks to Akismet, most of that is caught. I'm curious about why the operators don't use spam filtering themselves. It seems like a simple idea to me to block numbers sending massive amounts of messages automatically. I don't think the spam messages are generating much revenue for the networks, only (ab)using their network. Personally I would have preferred an opt-in list rather than an opt-out list.
