A New Chapter For PTA
The recent change in the leadership of PTA presents a good opportunity for the regulatory authority to take charge of the telecom situation in Pakistan. As reported widely in the media, Dr. Yaseen, former member technical of PTA, was appointed as the PTA head recently.
My first reaction was that a) change is good and b) a well-reputed technocrat is the right person for this position. Without knowing much about the internal power structure of PTA its hard to say about the impact of the change. I wish him all the best and look forward to some positive changes to PTA.
Here’s Dr. Yaseen’s profile - taken from Telecom Grid Pakistan.
After graduating from DCET (NED), he achieved Ministry of Science and Technology Scholarship in 1987 and completed his Ph.D. in 1992, from University of Essex, England with
specialization in Telecommunication Systems. After his PhD, he worked for:1. Â Â Â Essex University, England, as Senior Research Officer
2. Â Â Â PTCL Pakistan, as Director Strategy
3. Â Â Â Alcatel Submarine networks Australia as System and Project
Engineer,4. Â Â Â Advanced Networks and System Australia as Senior Consultant
He was working in Pakistan Telecom Authority (PTA) as Member Technical
for the last almost three years. He has 30 International and national publications on Telecom
technologies, ICT growth, Strategies and design of telecom networks.Dr. Yaseen has represented PTA at various International and National
forums including Asia Pacific Telecommunity (APT), where he was
selected as Vice Chairman, APT, Study Group 2 (Networks).

Yes, It is nice to see qualified person on that seat. Real challenge is for him to drive Telecom industry in right direction. It was easy to run telecom policies at the time of boom but now things are not easy for PTA to manage.
All flaws in last policy is coming out now a days. Unregistered SIM’s were sold like free stuff but now after government realized that it is simply becoming mode of terrorism and crimes are increasing so now it is challenge for PTA to keep same old pace and facilitate this customers.
from last 1 year, customers started suffering again. PTCL has increased call rates, PTCL has increased leased line rate from telecom companies, PTCL has increased Band width tariff for other companies, PTCL and other companies have been allowed to increase Incoming International call charges up to 400%. These all things are creating frustration for subscribers and expatriates. PTA should seriously take initiative to make policy that is in favour of investor and consumer at a time. Roll back for generating revenue is not a business strategy.
LIRNEasia is planning to publish an assessment of the sector’s performance during Chairman Malik’s tenure (2002-2008). Our first reaction to the change at the helm of PTA is at: http://lirneasia.net/2008/07/new-leadership-for-the-pakistan-telecom-authority
I look forward to strengthening of the collaboration between LIRNE Asia and PTA.
The promised assessment is at http://lirneasia.net/2008/07/assessing-the-general-how-did-the-pakistan-telecom-sector-do-in-2002-2008
